The incumbent functions as an Executive Assistant to the Chief of Primary Care Service. He/she provides health system management leadership in full support of the mission, goals, and objectives of the VA Northern California Health Care System (VANCHCS). GS-11 - $80,217.00 to $104,280.00 Per Year GS-12 - $96,148.00 to $124,988.00 Per Year

Duties

Major duties include, but are not limited to the following: The incumbent performs duties directly contributing to the administrative management of a complex health care delivery system. Primary responsibility is that of program coordinator for Primary Care Service Line. Currently, the Primary Care Service includes over 330 full-time, part-time and fee-basis personnel (physicians, nurse practitioners, allied health staff). Duties require the ability to apply the specialized principles and practices and project management in directing administrative support between all interdisciplinary teams within the Primary Care Service to assure smooth operation of administrative processes. The incumbent provides full staff assistance on administrative issues and organizational policy. Serves as staff member directly supporting the Chief, Primary Care Service and service line management staff responsible for planning, organization, development, direction, and evaluation of VAN CH CS Primary Care Service operations. The incumbent acts as liaison between Primary Care Service and UC Davis School of Medicine relevant to academic appointments for VA physicians, contracts for professional personnel, consultant appointments and resolution of administrative matters associated with these positions. Incumbent is responsible for coordinating and/or executing plans to initiate and maintain a highly visible recruitment program to stimulate interest and attract qualified applicants for a variety of hard-to-fill occupations. He/she provides comprehensive resource allocation information support decisions and assures that all requests submitted for consideration to the Budget Committee are complete, accurate and include supporting data. He/she provides support and direction to Primary Care Service management staff, to initiate appropriate requests to meet immediate or planned needs for funding, staffing, equipment, or space. The incumbent leads interdisciplinary teams in compiling usable data for the Chief of Primary Care Service utilization. The incumbent serves as liaison between Chief of Primary Care Service and subordinates, chiefs of other services, and other VHA facilities in all administrative matters. Supervises activities within Primary Care Service to include the management of one {I) administrative support assistant and one (1) PCMM Coordinator. The incumbent is responsible for the submission of applications or medical staff (i.e. physician, nurse practitioners, etc.) in fee-basis, without compensation (WOC) or contract assignments and initiates actions in all cases of non­compliance. Sets up and maintains the systems for tracking, evaluating the effectiveness, and quality for such services and assures that organized systems are maintained or implemented. Evaluates systems and makes recommendations for streamlining processes and improvements. Work Schedule: M-F, 0800-1630 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge and skills in applying analytical and quantitative methods and techniques to issues or studies relating to the efficiency and effectiveness of program operations utilized by administrative, professional personnel or substantive administrative support functions. Skill base necessary in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. (This experience must be well documented in your resume.). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related of progressively higher level graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position.
