Serves as Administrative Officer for Physical Medicine & Rehab Service, with responsibilities for coordination and management of personnel, budgeting, contracting, supply, fiscal management, and other areas concerning administrative management matters. Performs or assists other action officers with a variety of management functions in support of the unit's mission.
Duties
Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Observes workers' performance; demonstrates and conducts work perfom1ance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances.
Develops work improvement plans, recommending personnel
actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Coordinates directly with resource managers in budget preparation and
execution. Manages, coordinates and prepares the annual operating budget for the organization, to include supplies, equipment, travel and training by developing cost account analysis, projections and justifications.
Reviews and recommends approval/disapproval on purchases, travel, training requests and other expenditure requests submitted by the activity. Approves expenditure of funds for some low dollar items such as consumable supplies through monthly budget reviews. Identifies significant trends in expenditures.
Develops and coordinates the planning, formulation and execution of the budget. Conducts short term and long-term budget planning, provides projections based on variable factors, evaluates how budgetary changes impact program goals and operations, and provides recommendations on budget allocation.
Conducts cost analysis relating to budgeting and funding. Identifies, analyzes, and resolves budgetary problems, such as developing alternative methods of funding and administering of budget execution plans when unstable funding levels necessitate reprogramming throughout the fiscal year.
Monitors the use and rate of expenditures of budgeted funds. Reprograms funds between accounts to maintain balanced programs. Prepares a variety of reports relative to the status of funds, expenses, and obligations. Advises Service Chief and other service personnel on the status and availability of funds in the various budget accounts.
Represents the Service Chief in meetings/conferences/committees dealing with matters of administration. Assists Chief or other clinic personnel with a variety of management functions in support of the service's mission. Responsible for compiling and submitting various reports on a recurring basis.
Reviews, and supervises the supply program and alerts the Chief of deficiencies, shortages, and areas of concern as to waste and loss. Reviews purchase orders for conformance to regulations and guidelines, analyzes program and advises Chief and other clinic personnel of deficiencies and makes the necessary recommendations for changes.
Serves as approving official and certifying officer for government supply credit card accounts via the Customer Automated Requisition Environment (CARE) database. Approves expenditures and reviews monthly billing statements for appropriateness of purchases and accuracy of billing statements. Ensures purchases are in accordance with applicable regulations and guidelines set forth for government acquisitions. Ensures billing statements are forwarded for payment in a timely manner to avoid the payment of interest. l 0%
Serves as Contractor Officer Technical Representative (COTR) - Coordinates with Logistics Management Service on contracts. Reviews the work of contract personnel to ensure contract compliance. Resolves any deficiencies through personal contacts with the Contractor, as appropriate. Ensures contract services remain within budget. Ensures the timely submission of contract employees' time cards and related reports. 10%

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-09: You must have at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Administrative Officer at the full performance level (GS-09), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-07) in the Federal service.
Examples of specialized experience would typically include, but are not limited to : Establishing guidelines and performance expectations for staff. Observe workers performance; demonstrate and conduct work performance critiques. Prepares procurement documents and justification and coordinates the procurement of technically sophisticated, high dollar items.
Reviews the work of contract personnel to ensure contract compliance and protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy, and VHA policy.
Education
1 year equivalent to at least GS-7 and 2 years of progressively higher level graduate education leading to a master's degree
or master's or equivalent graduate degree
