You will serve as an Administrative/Technical Specialist in the Comptroller Department of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. This position is salary capped at GS-13 Step 10 (currently $134,435). See "Additional Information" section.

Duties

You will interpret and analyze complex audit findings and develop and implement corrective actions plans for the command to address the identified findings. You will identify non-compliant financial and accounting processes across the command and develop and implement procedures and policies to ensure processes become compliant. You will lead the efforts required for NSWC Panama City Division to become audit ready and to achieve an unqualified audit opinion from an independent auditor. You will lead the FIAR Team and direct their workload to ensure NSWC Panama City Division responds to all required FIAR tasking and data calls on time. You will ensure readiness of NSWC Panama City Division for audit to include required documentation and implementation of corrective action plans throughout the entire organization. You will coordinate and approve responses to financial audit and inspection action items from outside organizations. You will manage Comptroller instructions and policies to ensure accurate and timely updates to procedures and documentation.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional accountant overseeing, analyzing, or interpreting accounting data, systems, or policies for an organization. Examples of specialized experience may include: providing recommendations to management regarding Navy Working Capital Funds; leading teams of professional accountants or auditors; facilitating audits or reviews of program accounting systems, accounts, or practices to ensure compliance with laws or regulations; analyzing or interpreting new financial or accounting policies or practices; initiating accounting or financial guidance within existing programs; resolving accounting or financial problems; developing financial statements for management. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

FOR THE 0510 - Accounting Series:
A. A degree in Accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law).
-OR-
B. At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
