You will serve as an Administrative/Technical Specialist in the Accounting Division; Comptroller Department of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. NT-04 is equivalent to GS-11/12.

Duties

You will apply accounting, budgeting, and audit policies and procedures. You will perform detailed financial analysis and resolving financial issues in a Navy Working Capital Fund environment. You will prepare Working Capital Fund financial statements for monthly and annual reporting. You will apply accounting, budgeting, and auditing policies, regulations, laws, and internal controls, to include Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS). You will research, analyze, and reconcile financial postings using automated financial or information systems, such as NAVY ERP, Electronic Data Warehouse, Defense Department Reporting System and the Defense Cash Accountability System. You will determine the most appropriate approach from alternatives, identify and assemble resources, and resolve moderately complex financial accounting problems. You will communicate with colleagues, customers, and department leadership to discuss problems, recommend solutions, and advise supervisors of problems or precedent-setting situations.

  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional accountant examining, analyzing, or interpreting accounting data, systems, or policies for an organization. Examples of specialized experience may include: Navy Working Capital Fund experience;performing audits or reviews of program accounting systems, accounts, or practices to ensure compliance with laws or regulations; analyzing or interpreting new financial or accounting policies or practices; implementing accounting or financial guidance within existing programs; analyzing or resolving accounting or financial problems; developing financial statements for management or senior graded personnel. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

FOR THE 0510 - Accounting Series:
A. A degree in Accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. (The 24 hours may include up to 6 hours of credit in business law).
-OR-
B. At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The following education may be substituted for specialized experience as follows:

Successful completion of a Ph.D. or equivalent doctoral degree.
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
