Duties
You will serve as an Accountant in the Comptroller Department of the Naval Surface Warfare Center Panama City Division.
You will apply accounting, budgeting, and auditing policies, regulations, laws, and internal controls, to include Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS).
You will research, analyze, and reconcile financial postings using automated financial systems, automated information systems, and data warehouses.
You will determine approaches from alternatives, identify and assemble resources, resolve moderately complex financial accounting problems, and complete work assignments given detailed work instructions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional accountant applying accounting principles to resolve moderately complex financial accounting problems.
TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional accountant applying basic accounting principles to find, review, or change accounting data in transaction files, ledgers, accounts, summary reports, or financial statements.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
- A bachelor's degree in accounting; or a bachelor's degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. These 24 hours may include up to 6 hours of credit in business law; OR
- A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement outlined above, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meets the specified requirements.
TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-3: Education may be substituted for specialized experience as follows:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
