This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This vacancy is for a Team Lead IT SPECIALIST (NETWORK) position located at Fort Huachuca AZ.

Duties

Serve as Team Leader responsible for project implementation and execution of large and complex network systems from inception through completion. Provide technical guidance in all phases of the systems engineering model, from concept exploration through implementation to include the development of detailed site by site engineering. Secure voice, data, and video communications; and local, campus and wide area networks. Maintain liaison with other federal agencies, academia, and industry to keep abreast of latest technology, available equipment, and systems to meet Army requirements. Incorporate project execution and planning, considerations such as site preparation, facility validation, installation requirements, required test equipment and quality assurance. Prepare final technical reports and briefings encompassing pertinent analysis, conclusions, and recommendations for worldwide Army information systems

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Annual overseas medical examination, immunization screening, vaccination MAY be required prior to travel to overseas locations.
  • Travel may expose employee to diverse weather conditions, high/low temperatures, and confined working spaces due to high density and cramped equipment rooms on location.
  • TDY may also be required to austere OCONUS (Outside Continental US) locations which lack modern infrastructure and the customary amenities.
  • This position MAY requires a pre-employment physical, and annually thereafter.
  • Must be able to Obtain and Maintain Top Secret Clearance.
  • This is a testing designated position. Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
  • Appointment to this position is subject to an one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires temporary duty (TDY) travel up to 30% of the time, to any Continental (CONUS) and Overseas (OCONUS) location,
  • This is an Army Acquisition, Logistics and Technology Workforce position (Practitioner). Selectee must meet position requirements for Engineering and Technology Management Certification within 60 months.

Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. . 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience- One year of specialized experience which includes work that involves;1) Overseeing existing and emerging advanced Information Technology (IT) network architecture; AND 2). Leading team efforts in the integration and implementation of major network systems for large organizations such as Department of Defense (DOD). AND 3) Resolving complex problems associated with development and implementation of information technology, and telecommunication systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
