This position is located in the Centers for Medicare and Medicaid Services (CMS), Office of Human Capital (OHC). As the Deputy Director, Office of Human Capital, you will provide executive leadership for all aspects of CMS human capital programs and functions, and serve as the Director's alter ego as the principal human capital management and personnel management focal point for the effective use of CMS' human capital resources, and implementation of all applicable rules and regulations.

Duties

Provide executive leadership and direction in CMS-wide initiatives to streamline operations, improve performance, and implement best practices in human capital management. Plan, coordinate, and direct innovative programs designed to attract, cultivate, and retain a high performing, diverse workforce CMS-wide. Directs the administration and implementation of a comprehensive CMS Human Capital Strategic Plan and organizational objectives. Interface with customers, and represent the human capital organization at meetings, briefings, conferences, etc. with CMS senior officials, Department leaders, other Federal entities, and private industry representatives. Oversee day-to-day operations of the Office including special emphasis on oversight of management, human capital management, and administrative activities. Assures full coordination of OHC oversight and operational functions with other concerned/involved components and takes the lead as necessary across components.

  • One year SES probationary period required.
  • The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.
  • Status applicants must submit a copy of their most recent SF-50, Notification of Personnel Action, which verifies status.
  • All initial appointments to an SES position are contingent on approval from OPM's Qualifications Review Board unless the selectee has successfully participated in an OPM approved SES Candidate Development Program.
  • All male applicants born after December 31, 1959, must have registered for the selective service. You will be required to sign a statement certifying his registration, or the applicant must demonstrate exempt status under the Selective Service Law.
  • Only experience obtained by the closing date of this announcement will be considered.

Qualifications

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive-level management capability. The application process used to recruit for this position is the Traditional Method. Applicants must submit a resume, separate narrative statements addressing each of the Executive Core Qualifications (ECQ), and narrative statements addressing the Mandatory Technical Qualifications. You must show in your narrative statements that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Mandatory Technical Qualifications listed below. Evidence of this experience must also be incorporated into your five-page resume. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Fundamental Competencies: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. Executive Core Qualifications (ECQs) Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Business Acumen: The ability to manage human, financial, and information resources strategically. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQs) This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following MTQs must be evident in your resume. Demonstrated executive-level experience in executing and delivering human capital strategies, programs, policies, and procedures that are flexible, innovative, and efficient, incorporating industry-leading and best practices (public and private sector), with a strong emphasis on customer satisfaction and data-driven decision-making for a large, geographically dispersed organization. Demonstrated executive-level leadership experience that reflects the mastery of human capital management principles for a large, fast-paced, complex organization that covers the full spectrum of a human capital management program, covering at least four (4) of the following human capital program areas: staffing, classification, labor, and employee relations, benefits, payroll, work-life programs, policy and accountability, executive services, talent development, human capital information systems, and human capital assessments. When responding to the ECQ and MTQ qualifications, you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs. Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with the results of your actions, policy initiatives, and level of contacts. Applicants who do not provide narrative statements addressing both the ECQ and MTQ qualifications will be rated as ineligible. Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed an SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ), but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.
