This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategy, Performance and Results, Enterprise Portfolio Management Group. As a Supervisory Program Manager, GS-0340-15, you will be responsible for the leadership, managerial, and overall direction of resources within the group working on projects focused on driving enterprise integration through enterprise portfolio management objectives.

Duties

Provides leadership direction to, and supervisory oversight of, the Enterprise Portfolio Management Group’s staff and integrates their efforts to support the goals of the Group, the Office, and CMS. Reviews work performance of subordinates. Conducts formal performance appraisals through agency performance management program. Facilitates gap analysis to determine developmental needs for individual employees as well as for the organization as a whole. Exercises administrative control over Group staff and contractor support staff, while supporting overall technical direction of projects and initiatives. Provides recommendations and advice to OSPR Director and Deputy Director on leveraging the human resources necessary to successfully accomplish the mission of project teams who operate against schedule, budget, and scope constraints.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Managing a staff providing complex administrative services related to organizational performance, project management and cross component initiatives. 2. Facilitating communication and collaboration among federal staff to build consensus and identify improvement opportunities. 3. Applying relevant data to make key decisions on resources, projects, and policies related to organizational performance, project management, and cross-component initiatives. AND 4. Directing Federal administrative programs or services (i.e. hiring, performance management, and other human resources regulations.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
