The primary purpose of this position is to serve as IT Specialist (PLCYPLN/ENTARCH) Cyber Operations Directorate, Command and Control (IT) Enterprise in the architect integration, operations, maintenances, and configuration management of current, upgraded and advanced information technology and communications systems for NORAD and USNORTHCOM.

Duties

Provides overall management, administration, coordination, and oversight in support of NORAD and USNORTHCOM IT Systems services. Serves as a senior analyst IT system architect in developing and providing system security requirements. Supports long-range IT program objectives and assists with strategy development to achieve objectives. Participates in discussions, meetings, committees, or special projects, presents briefings, and prepares recommendations and reports.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP,
  • (CONT)the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work non-traditional duty hours and/or be “on call” after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice.
  • Shift work may be necessary during exercises, crises, or contingencies.
  • IAW DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes Experience in applying, analyzing, and evaluating cyberspace systems security principles, concepts, and methods sufficient to develop long-range plans for cyberspace security and exploitation techniques and to lead the implementation of new methods designed to anticipate, assess, and exploit cyberspace offensive and defensive capabilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of architectural methodologies used in the design and development of information systems, including the physical structure of a system's internal operations and interactions with other systems. Knowledge of principles, concepts, and methods of enterprise architecture to align information technology (IT) strategy, plans, and systems with the mission, goals, structure, and processes of the organization. Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; develop recommendations; originate new ideas, projects, and methodologies; and package the entire process in briefings, papers or reports to communicate complex technical information to leadership. Knowledge of and ability to interpret and develop DoD and government-wide cyberspace program objectives, doctrine, policy, regulations, procedures, and system processes. Knowledge of program management and skill in coordinating team efforts to accomplish design work and to develop and to brief on innovative recommendations for long-range communication, mission/information systems management objectives Knowledge of program management and skill in coordinating team efforts to accomplish design work and to develop and to brief on innovative recommendations for long-range communication, mission/information systems management objectives Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of communication, mission systems and IT requirements. Ability to communicate effectively both orally and in writing in order to negotiate complex issues and maintain good working relations. Knowledge of enterprise infrastructure, enterprise management software systems, project management methods, enterprise-level security standards, IA requirements, and operational requirements; conceives solutions to highly complex technical issues. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Knowledge of acquisition management policies and procedures and, program management principles and methods for major DoD communications and IT programs PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
