Duties

You will serve in the development of an acquisition strategy that serves as the framework for integrating functional activities essential to the acquisition effort and serves as the basis for specific program management documents. You will participate with key personnel in the program office who are responsible for defining the goals of the program, and works with them in preparing comprehensive program plans for accomplishing program goals and schedules. You will direct the preparation of documents, specifications, requirements, criteria, and standards that define needs and parameters of the program. You will contribute to the determination of resource needs and allocation of resources (funding, manpower, facilities, etc.) for life-cycle management of the assigned program. You will be responsible for team building and for coordinating logistics, engineering, and at laboratories and contractors facilities. You will assure that schedules are maintained and that difficulties that create problems are identified and that steps are taken to investigate and resolve them. You will provide advice to higher-level officials on program status and on problems that require resolution or adjustments that are needed in plans and schedules.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Practitioner.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05/11) grade level or pay band (NH-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Directing the preparation of documents, specifications, requirements, criteria, and standards that define needs and parameters of the program; 2) Evaluating the impact of new resource levels such as budget cuts or increases, and updated estimates of resource requirements to take into account new or revised objectives, technical capabilities, and new acquisition strategies; 3) Assuring that schedules are maintained and that difficulties that create problems are identified and that steps are taken to investigate and resolve them; 4) Providing advice to higher-level officials on program status and on problems that require resolution or adjustments that are needed in plans and schedules.
