This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority. Duties

You will direct the development of comprehensive program plans to ensure fulfillment of requirements, fiscal adequacy and planned progress. You will identify and defend resource requirements (funding, manpower, facilities, etc.) for life-cycle management of the assigned program. You will be central contact point within the program office for all matters concerning the assigned program. You will analyze all changes that have an impact on the acquisition and develops responsive and effective changes in plans and strategies. You will provide management direction to all Integrated Program Team (IPT) members and to other personnel directly assigned or detailed to support the assigned program. You will serve as liaison and representative in negotiations with other commands and offices of the Navy, DoD, other governmental agencies and private organizations on matters pertaining to the assigned program.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Expert

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, directing, and coordinating all program aspects of the weapon system life-cycle in accordance with the Arms Export Control Act (AECA), the International Trafficking in Arms Regulations (ITAR), and the Security Assistance Management Manual (SAMM); 2) Overseeing all financial aspects of the program to include financial reporting on obligations and expenditure; 3) Analyzing and evaluating major programmatic and administrative aspects of weapons systems acquisition programs; 4) Directing the preparation of documents, specifications, requirements, criteria, and standards that define needs and parameters of the program.
