You will serve as a PROGRAM ANALYST in the Production Facilities and Plant Equipment Division(Code 900F) of PEARL HARBOR NSY AND IMF. A Cost-of-Living-Allowance (COLA) of 8.9% will be added to the stated salary.

Duties

You will utilize a wide range of qualitative and quantitative analytical methods to assist in research and analysis. You will perform a variety of assessments in support of the programs, services, and training needs and requirements of division personnel. You will utilize established processes necessary to collect information, organize work, and to identify potential issues or problems dealing with readily observable conditions (e.g., building layout or conditions, or mandatory training). You will assist in the development of concepts and deployment of strategies designed to improve the organizational effectiveness of the quality assurance and assessment programs, building manager program, and workforce development program. You will assist in developing metrics and tracking trends to identify deficiencies in existing programs. You will identify, analyze, and recommend solutions to problems in logistic support, administrative procedures, work processes, or regulatory compliance. You will assist in the development of concepts and deployment of strategies designed to improve the organizational effectiveness of facility maintenance and optimization programs, and management and resources programs.

• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and evaluative methods to evaluate efficiency and effectiveness of program operations, resources, or administrative programs to identify trends and metrics for an organization. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and evaluative techniques to develop recommendations for improvement or compliance for an administrative program or operation to identify trends and metrics for an organization. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree
OR
