You will serve as a Supervisory Management Analyst in the Command Evaluation and Review Office (CE), Shipyard Commander's Office (100) of PEARL HARBOR NSY AND IMF.

Duties

You will provide technical and administrative oversight to Management and Program Analysts and Naval Audit Service and/or Comptroller trainees. You will assist with developing short-range and long-range plans and objectives and preparing annual budget justifications for the Office. You will eliminate or reduce bottlenecks and barriers to production and promote team building or improve business practices. You will be responsible for the Fraud, Waste, Abuse and Mismanagement Hotline including internal/external investigations directed by DOD/DON or NAVSEA Inspector General. You will conduct or direct studies of Shipyard program operations/policies for efficiency and cost effectiveness. You will identify improvements necessary in view of new/changed market trends, to improve cost efficiency, manpower and equipment utilization.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting studies of operations/policies for improved efficiency, compliance with regulatory guidelines and cost effectiveness of program operations for an organization or Shipyard.
