Duties
As an Information Technology Specialist, you will:
Have responsibility for solutioning, and supporting development, implementation, and coordination of Information Technology (IT) projects.
Provide all necessary program management and coordination in the review and approval of proposed designs and exercise technical responsibility for planning, administrating, training, organizing, controlling, and reviewing the utilization of technical project resources in coordination.
Serve as a technical expert (solutions architect) on applications, commercial-off-the-shelf (COTS) products, and databases. In this capacity, you will be responsible for designing, building, synthesizing, and implementing cloud-based solutions to meet HUD requirements, including initial deployments, enhancements, and upgrades.
Support IT Application development and implementation activities to address project goals and objectives, ensure effectiveness and efficient use of IT resources, and formulate and implement IT Application programs to satisfy those objectives.
Provide guidance and leadership in developing and executing IT strategies and ensuring policies and plans include a long-term outlook consistent with Ginnie Mae's strategic plans and customer needs.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
Specialized experience for the GS-15 is defined as one year of experience at the GS-14 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:
- Applying IT principles, concepts, methods, standards, and practices to provide sound guidance, technical advice and recommendations to management on major IT issues and information management; AND
- Manage the system lifecycle development activities on financial applications (e.g., planning, requirements definition, analysis, design, testing, implementation and support); AND
- Experience working with applications or systems implemented within an Oracle-based and Cloud Native Cloud Computing environment, including testing, integrating and programing software systems to ensure specific business issues are solved; AND
- Identifying, designing or modifying business applications / systems infrastructure and data needs to business needs and IT strategic plans.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
