Duties
As an IT Program Manager (APPSW) (Systems Software Engineer), you will:
Oversee activities related to modernizing the Mortgage-Backed Securities (MBS) securitization platform. This includes developing innovative software solutions, expanding, and integrating existing systems, incorporating eMortgages, and achieving full digitization of homeownership through federal housing programs.
Ensure strict adherence to sound management policies, procedures, and adequate internal controls.
Provide expert technical advice and consultation to others throughout Ginnie Mae and HUD (e.g., management, high-level officials, and other technical specialists) on IT programs, services, plans, goals, projects, strategies, and processes.
Serve as program manager for all software design, development, procurement and implementation of information technology for the Digital Collateral Program, and review from an agency wide perspective, the planning and ongoing automation initiatives.
Provide oversight and direction in the implementation of all major IT initiatives from requirements through system development and implementation following IT policies, guidelines, guidance, statues, and regulations to include OMB-A123, OMB-130, FISMA, FISCAM and HUD.
Qualifications

Specialized Experience:
Specialized Experience for the GS-15 level: you must have one year of specialized experience equivalent to the GS-14 grade level in the Federal service, or equivalent, that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Leading separate workstreams with integrating mortgage-backed securities (MBS) initiatives across the business associated processes and technology; AND
- Leading, directing and/or managing agile framework processes; AND
- Establishing milestones and monitoring adherence to plans, and schedules, identifying execution problems and working toward solutions.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
