Duties

SUMMARY: The primary purpose of this position is to accomplish all tasks needed to develop and validate English language proficiency tests and testing systems and programs (traditional and computerized) for local, CONUS, and overseas use, employing state-of-the-art techniques and conforming to current measurement theory; to manage test databanks and databases by establishing, analyzing, and modifying them as needed and determined by the input, retrieval, and interpretation of test data from them; to maintain test control and security; to conduct analyses of tests, testing data, and test systems, and generate oral and written instructions and reports based on these studies and on the development of new assessment devices; to ensure that all achievement tests meet prescribed standards; and to conduct training on the design, development, and administration of English language assessment tools. Additionally, this position serves as a supervisor level code four, planning, directing, organizing, and exercising control over a portion of the nonsupervisory personnel assigned to the Test & Measurement Branch. DUTIES: Designs, develops, reviews, revises, and administers tests. Maintains, manages, and adapts traditional and computer-based testing programs. Exercises supervisory personnel management responsibilities. Serves as a Subject Matter Expert (SME) in test programming/analysis projects. Maintains professional contacts, briefs DLIELC faculty, supervisors, managers, professional visitors, or VIPs, and represents DLIELC at conferences and meetings. Analyzes tests and interprets statistical analyses.

  • Employee must be a native English speaker, or equivalent, and be free of speech impediment.
  • Employee must sign a mobility agreement under the provisions of the agency mobility program. Employee must be willing and able to travel by military and commercial air in CONUS and OCONUS.
  • The incumbent must obtain and maintain a “Secret” security clearance as a condition for continued employment in this position.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position to be filled. NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: -- Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You MUST submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of current English-as-a-Second-Language (ESL) and English-as-a-Foreign-Language (EFL) test and measurement theories and principles, expert knowledge of the English language, to include grammar, lexicon, usage, semantics, phonology, linguistic functions; knowledge of statistics as applied to testing; knowledge of design of computerized test delivery systems; and knowledge of administrative and security requirements for effective testing programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Specialized knowledge of current test and measurement theories, principles, practices, and techniques, to include those relating to proficiency, performance, achievement, and diagnostic testing. Specialized knowledge of the principles, practices, and techniques of ESL/EFL instruction, instructional design, and materials development to include specialized knowledge of the English language and American culture. Skill in writing and analyzing test items, applying current testing theory and complying with organizational guidelines. Skill in maintaining, managing, and adapting testing programs to ensure their academic integrity and compliance with administrative and security requirements. Ability to conduct, interpret, and evaluate statistical analyses and special testing programs and projects. Skill in writing and communicating informational and analytical reports as well as professional correspondence and in delivering effective briefings with all levels of personnel within and outside the organization, including across multinational forums and the ability to work harmoniously with personnel within the organization and outside of it. Knowledge of EEO principles and practices as well as safety and security regulations, practices, and procedures and knowledge of the principles of management and supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
