The Facility Telehealth Technology Program Specialist is a full-time position that reports to the Telehealth Nurse Manager within the Telehealth Service Line. The Facility Telehealth Technology Program Manager position is required to provide critical operational and technical program management and support necessary to sustain clinical Telehealth operations throughout the Lexington VA Health Care System.
Duties
Major duties for the Program Specialist include, but not limited to:
Installing, configure, activate, and test Telehealth equipment to include the applications, and software required.
Utilizes data reports to track the usage of equipment.
Assist Facility Telehealth Coordinator (FTC) with decision making, policy development, and resource planning.
Serves as liaison for Telehealth, VACO, VISN, etc. for equipment.
Manages operation of all technologies used by Telehealth and Connected Care programs.
Research and prepare cost estimate and purchase orders for new Telehealth equipment.
Interacts with Biomed, vendors, IT, Office of Connected Care, National and VISN Level Hubs, etc to maintain equipment.
Audit, inspects, and conducts equipment management reviews.
Creates and generates Telehealth System and device utilization and availability reports.
Develops Standard Operating Procedures to include training and presentation materials.
Prepares technology and budget plans to coordinate and implement technical initiatives.
Prepares evaluation of Telehealth and Connected Care technologies and applications to support the facility Telehealth Program.
Maintains the equipment inventory list (EIL) for the Telehealth and Connected Care program.
Implements, manages and evaluates all TeleHealth technologies.
Identifies and develops training and orientation needs for Telehealth and related staff to technology throughout the healthcare system.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: skilled in optimizing the use of available and emerging health information technologies to improve access to care for veterans. Knowledge of administrative laws, policies, regulations, and precedents applicable to the technical aspects of Telehealth and Connected Care. Management practices including strategic planning, coaching, team building, and conflict resolution. Skills in oral and written communications techniques and processes,
interpersonal skills that include conflict resolution management. Able to apply this knowledge to interpret technical IT documents and convey that understanding to the Telehealth Nurse Manager OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education beyond two full years (36 semester hours). NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The majority of work is performed in an office setting with adequate light, heat, and ventilation. Work is mostly sedentary; but requires some bending, walking, standing, lifting and carrying of light items, such as reports to various areas of the Medical Center. Work at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis. The work requires no special physical demands.
