The incumbent of this position serves as the Business Manager in the office of the State Conservationist (STC), in the Lexington, Kentucky state offices of the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA)
Duties
Manages, oversees, and supervises the conservation strategy, financial resources, and business and locally-based administrative services within the state.
Exercises responsibility for reviewing and assessing performance and accountability of conservation programs and operations.
Works with the STC to review and approve state budget requests, and the annual operating budget for the state.
Participates in state leadership team meetings, and serves as a spokesperson for the state's conservation and office operations, and administrative areas.
Supervises and oversees the preparation and issuance of guidance and standard operating procedures for state business operations and locally-based administrative services.
Supervises the staff of the management and strategy unit
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).
Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
Coordinating utilization of resources with conservation strategy and budget allocations;
Performing risk management and compliance activities to ensure proper internal controls;
Performing a wide variety of business advisory and support functions; monitoring, tracking, and assessing performance and accountability of conservation programs and operations;
Contributing to reporting, tracking, achieving goals and meeting objectives in the operations of the agency.
