Duties
Serves as senior Process/Project Lead with responsibility for planning, coordinating, directing, and controlling efforts of an integrated team.
Serves as cataloging/customer lead, working in coordination with team in the development of customer/user requirements and user acceptance test cases for new Federal Logistics Information Service (FLIS) Portfolio System capabilities.
Plans, directs, and coordinates the accomplishment of new initiatives and projects. Ensures priorities are established and milestone schedules are coordinated and published to reflect agreed upon priorities.
Engages on major and controversial matters having impact on logistics and information systems management in DLA.
Develops and implements a variety of studies, analyses, evaluations, and assessments regarding the actual and potential impacts of new cataloging initiatives/projects will have on the Federal Logistics Information Service (FLIS) Portfolio Systems.
Serves as the cataloging/customer lead working with technical personnel in the development, design, testing, and implementation of new Federal Logistics Information Service (FLIS) Portfolio Systems capabilities.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Extensive management and logistical experience to review, analyze, and evaluate project developments, progress, and performance.
Developing and implementing a wide variety of studies, analyses, evaluations and assessments that relate to the actual and potential impacts that the new initiatives/projects will have on Systems.
Experience evaluating key programs, events, and milestones.
Determining methods of evaluating program accomplishments.
Experience assessing and understanding the substantive nature and interrelationships among operating policies and programs to improve effectiveness.

Substitution of education may not be used in lieu of specialized experience for this grade level.
