This vacancy is for a Management and Program Analyst in the Office of the Secretary within the Department of Commerce.
This position is ONLY open to surplus and displaced Department of Commerce employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and Veterans' Employment Opportunity Act (VEOA) eligibles.
Duties
As a Management and Program Analyst, you will perform the following duties:
Participates in research, review and analysis of risk management policies, procedures guidelines, protocols, and requirements in relation to providing operational insight and consideration of best mgmt. practices
Performs studies and makes revisions to existing policies and procedures to ensure the effective implementation and execution of the multifaceted programs of an organization.
Coaches, facilitates, solves work problems and participates in the work of the Risk community including the transition to GRC software.
Supports local policy development and training in the area of enterprise, program and project risk.
Maintains the Department of Commerce (DOC) OC Enterprise Risk Management (ERM) handbook. Maintains the DOC Risk Profile guidance.
Conducts studies on operating programs to identify procedural problems; use quantitative or qualitative methods; provide analysis; make recommendations in reports.
Manages the DOC ERM program maturity assessment process and DOC ERM Council meeting calendar, agenda and program compliance by making sure the organization is following compliance standards in accordance with federal regulations, procedures and Executive Orders.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZA-04 is equivalent to the GS-13/14 grade levels.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the ZA-04 level, you must possess one full year (52 weeks) of specialized experience equivalent to the ZA-03 or GS-12 in the Federal service.
Specialized experience is defined as: experience managing risk management, project management, and program support for an organization, providing analysis and evaluation of a program operations to brief management officials, developing reports and writing policies, directives, or guidance related to risk management programs.
