The Administrative Officer for the Patient Administration Service (PAS) is located at the Jesse Brown VAMC in Chicago, IL. The position serves in a staff capacity to the Chief and Assistant Chief of the service. The incumbent's has technical and administrative responsibility for planning, developing, administering, evaluating, controlling all aspects of Fund Control Point (PCP) for the service.

Duties

The principal duties and responsibilities of the Administrative Officer for the Patient Administrative Service are as follows: Functions as budget and financial advisor to the Service Chief by analyzing, Forecasting, and planning the service's fund control points as they relate to expenses, workload, and new programs. Monitors and reports to Fiscal Service and top management officials about the status of the fund control points assigned to the service. Plans a system of internal controls which will assure that the fiscal management of PAS programs will be maintained on a sound basis as in generally accepted accounting practices. Formulates budget for the service for approval by the service Chief and executes the approved budget. Represents the service at various level meetings with Medical Center management as well as with representatives of other federal and non- federal agencies. Meets with the Section Chiefs and unit supervisors regularly to coordinate projects 01· resolve problems to their effective resolution. At the direction of Chief and/or Assistant Chief, independently resolves problems involving the Service which cross organizational lines within the Medical Center. Coordinates all personnel activities for the service including, but not limited to, recruitment and placement, development of position descriptions, organizational and functional charts, service level policies, employee grievances and disciplinary actions, and analysis of performance. Acts as the liaison with the human resources office concerning perso1mel-related matters. Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures. Assists managers in projecting staffing needs, developing job analyses, preparing performance plans and appraisals, and processing training requests. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Calls to the attention problems that require agency human resources office intervention or correction. Provides orientation for new staff. Keeps managers informed of the status of ongoing personnel actions. Discusses, investigates and responds to employees' grievances and dissatisfactions in order to resolve conflicts. Track individual actions within the organization. Initiates awards. Assures all personnel have been instructed in and follow operational, safety, personnel and conduct requirements. Conducts special studies to rectify situations which arise in the normal operation of the Service sections and/oi- provide the basis for planning or organizing and controlling such studies. Prepares graphic illustrations of the results and at the completion of the special study undertaken, he/she presents the thorough analysis, observations, conclusions and recommendations to the service Chief. Interprets, coordinates, and or conducts special projects assigned to the Service by Medical Center management or VA Central Office to their successful conclusion. Executes narcotic inspections and services on boards of survey and other investigations when possible with Service Chief's approval. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive knowledge of a full range of functional areas such as human resources, purchasing, supply and properly management, records management, financial management an budget, and related administrative areas in order to ensure compliance with established policies, practices, procedures, and controls; Knowledge of administrative concepts, principles and practices sufficient to foresee problems and perform independently studies designed to evaluate procedures/processes; Manages information security within areas of responsibility to assure that computer system security and confidentiality of sensitive information; Plans, coordinates, and carries out the successive steps in fact-finding and analysis of the issues necessary to complete each phase of assigned projects; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related(TRANSCRIPT REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You will be rated on the following Competencies for this position: Customer ServiceFinancial ManagementHR Information SystemsOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; However, the service sections are not centrally located, some walking is required.
