Duties
Serves as a Senior Strategic Planner in the Strategic Plans and Futures (SPF) Division (J355) focused on futures and long-range strategic planning for the Agency.
Leads futures logistics planning for the Joint Logistics Enterprise.
Represents Agency equities at high-level engagements in futures and strategic planning efforts, the Joint Capabilities Integration and Development System (JCIDS) process, and activities driving transformational changes to the DoD and Government partners.
Engages with various organizations across the Department of Defense, Whole of Government, multinational partners, academia, and industry to lead future logistics planning and integrate Agency capabilities supporting national defense.
Assesses current DLA capabilities and the potential impact of Agency and Services futures concepts on the joint force structure and strategies that support DoD warfighting capabilities.
Advocates for and recommends changes to DLA business processes, practices, and structures based on practical analysis of new and emerging concepts, principles, and techniques to more effectively support the Warfighter.

Qualifications
To qualify for a Senior Strategic Planner (Strategic Plans and Futures Specialist), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to theGS-14 level or equivalent under other pay systems in the Federal service, military, or private sector.Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience representing and working with military command structure, missions, programs, and organizational relationships, information and logistics systems, policies, and concepts; wartime and emergency logistics doctrines; organization and planning systems; DoD, Joint Chief of Staff, and Military Services worldwide logistics support policies, procedures, and practices; and the DoD logistics systems structure which develops and evaluates comprehensive contingency, emergency, and wartime plans.
Experience with advanced management systems, organizational principles, practices, and programs and expert experience in using them to plan, execute, and evaluate Joint and Service Future Concepts and Wargames.
Experience with analytical and statistical methods and techniques to conduct detailed research for recommending planning strategies for future requirements, formulate feasibility and sustainability assessments, identify problems, recommend creative solutions, and direct complex studies.
Experience effectively communicating (verbally and in writing) and partnering at various management levels, both internal and external to the agency to include whole of government,multinational partners, industry, and academia, and in situations that may have potentially controversial topics on or changes to logistics planning, policies, concepts, operations, etc.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
