Duties
The primary purpose of this position is: To serve as a Major Command (MAJCOM) program specialist to plan, organize, and apply policies, regulations, directives, programs, doctrine, and procedures for the execution of assigned projects in support of staff-level contingency operations. Plans, coordinates, and advises on the C-MAJCOM AF Forces (AFFOR) Readiness and Training program and provides AFGSC Crisis Action Team (CAT) training and logistics support.
Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).
Serves as AFFOR Staff Training Manager.
Coordinates requirements in support the Command Crisis Action Team (CAT)
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments

Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes
Knowledge of the mission, functions, programs, policies, structure, and operational capabilities of the MAJCOM and subordinate wings/centers in order to plan, develop, and/or improve critical plans and programs for conducting major operations such as war, mobilization, contingency operations, manning, training, equipment, logistics, etc. Knowledge of a wide range of analytical and evaluative methods and techniques to assess the efficiency and effectiveness of operations; recognize and resolve discrepancies; and modify established approaches, methods or procedures to improve data gathering and analysis techniques.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: have less than the full amount of specialized experience described above; however, and I have more than one year of progressively higher-level graduate education as described above. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts with your application.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercises, training, crisis operations, or similar operations
Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations
Knowledge of and skill in the application of Air Force special operations expertise as it applies to Contingency planning including AFI 31 & 32-series, and other DoD, and AFGSC Instructions; or the equivalent; is highly desirable.
Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports
Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with organization leadership to implement contingency or exercise plans.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
