Duties

The primary purpose of this position is: To plan, execute, prepare briefings, speeches and analysis to articulate and support the positions of Headquarters Air Force Deputy Chief of Staff (DCS), Strategic Deterrence and Nuclear Integration (AF/A10), and Action Group on all key nuclear defense and strategic deterrence issues. Manages AF/A10 Directorate Action Working Group and assists the Chief of the Action Group plan in organizing and overseeing daily activities and products. Prepares AF/A10 senior leaders for Congressional visits and strategic engagements, while coordinating with MAJCOMs, OSD, and DOE staffs to develop well-integrated nuclear advocacy and messaging. Represents and advocates on behalf of management, AF/A10 equities with Joint, OSD, USSTRATCOM, Space Force, and other Air Force partners to develop comprehensive U.S. Government positions. Provides expert advice and recommendations appropriate for AF/A10 leadership for decision-making.

  • Three or more years’ experience in nuclear enterprise (policy and/or operations) is desired.
  • Higher level education (Masters or equivalent) is highly desired, but not required.
  • Selection into leadership development fellowship and completion of Nuclear PME (NUC 250/300 and/or NC3 250/30) highly desired, but not required.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May occasionally be required to work other than normal duty hours.
  • This is a Centrally Managed Position in the Operations Career Field.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of overall DAF mission goals, AF nuclear enterprise, weapon systems supporting the nuclear enterprise and senior leaders, and user support requirements process, doctrine, policy, and mission strategies consistent with federal, DoD, and other AF nuclear policies; knowledge of the various command entities involved in overall planning and execution of operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of overall DAF mission goals, agency specific nuclear enterprise, weapon systems supporting the nuclear enterprise and senior leaders, and user support requirements process, doctrine, policy, and mission strategies consistent with federal, DoD, and other agency specific nuclear policies. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. Skill in gathering, evaluating, and interpreting information to identify potential problems, arrive at valid conclusions and offer meaningful recommendations and/or resolutions to recurring, precedent assignments. Demonstrated ability to analyze, plan, coordinate and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources. Ability to meet and deal with senior military and civilian officials at all levels of Government, including experience in interacting with Public Affairs and Congressional staff members; Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures; Ability to communicate effectively, both orally and in writing to include researching, preparing, and presenting briefings to senior management officials on complex/controversial issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
