The position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Financial Officer (CFO), Cash Management Division with the incumbent serving as Cashier. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.
Duties
Confirm the fulfillment of regulatory requirements associated with depository functions.
Examine collections for negotiability, utilizes an automated system to record transactions.
Account for any loss or shortage in funds to the Treasury Department.
Comply with procedures and instructions contained in the Department of Treasury Manual of Procedures and Instructions for Cashiers.
Perform cash processing functions for the Cash Management Division.
Perform work which involve the receipt, disbursement, examination, deposit, custody, and other clerical or administrative tasks.
Receive and/or disburse cash in accordance with the corresponding laws, rules, and regulations.
Exercise responsibility for the direct support of agency cash/check/electronic funds transfer processing functions.
Examine and perform quality audits of deposits in order to ensure regulatory issues are met.
Process cash-link deposits and e-payments in a timely manner.
Provide the customer with consistent information according to established policies and procedures.
Handle conflict and problems in dealing with the customer constructively and appropriately.
Establish and maintain effective work relationships with others in providing and/or obtaining information.
Prepare a wide variety of written products such as reports, memoranda, letters, etc.
Work Schedule: M-F 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-5 Grade Level:
Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-04 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience includes: Performing cash processing functions. Receiving and disbursing cash in accordance with the corresponding laws, rules and regulations. Examining and performing quality audits of deposits to ensure regulatory issues are met. Accounts for any loss or shortage in funds to the Treasury Department. Reconciles cash accountability and reviews vouchers for completeness, accuracy and propriety before making payment. Processing cash-link deposits and e-payments in a timely manner. Supporting cash, check, and electronic funds transfer processing functions. Consistently communicating and treating customers in a courteous, tactful, and respectful manner. OR
Education: You must have successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. OR
Combination: You must have successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
GS-06 Grade Level:
