This position is located in a Consolidated Patient Account Center in the organization of the Chief Financial Officer (CFO) with the incumbent serving as a Lead Cashier in the Cash Management Division. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry best practices.

Duties

Performs a full range of cash processing duties, Incumbent assists with assuring that production requirements are met and distributes and balances the workload among employees in accordance with established work flow or job specialization. Maintains all regulatory requirements associated with depository functions for all facilities within the CPAC. Plans work, sets and adjust short-term priorities, and prepares schedules for the completion of work. Trains all Cashier employees in all aspects of their duties and ensures an active cross-training program for all employees. Responsible for the coordination of duties based on guidelines provided by the Supervisor. Work Schedule: Monday - Friday 8AM-4:30PM (40 hours a week) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-07 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Lead Cashier, GS-07 position, and that is typically in or related to the work of the position to be filled? To be creditable, this specialized experience must have been equivalent to the GS-06 level in Federal service to qualify at the GS-07. Examples of specialized experience include: 1) Assures timely accomplishment of workload, monitor status, and makes analytical determination to maintain established priorities and goals. 2) Responsible for the support of agency cash/check/electronic funds transfer processing functions involving the receipt, disbursement, examination, deposit, custody, and other clerical processing of cash items. 3) Monitors and reports deviations in workload and workload status to the Supervisor. 4) Distribute and balance the workload among employees. 5) Reviews all vouchers for completeness, accuracy and propriety before making payment referring questionable vouchers for audit prior to disbursement. You will be rated on the following Competencies for this position: Employee DevelopmentFederal Funds ProcessingLeadershipPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
