Duties
SUMMARY:
The primary purpose of this position is to serve as an Aerospace Defense Systems Specialist in the North American Aerospace Defense (NORAD) Command, Directorate of Operations (N/J3), Domain Awareness Division (N/J32). Responsible for operational integration of existing/new warning systems affecting NORAD Command and Control (C2) and the National Capital Region Integrated Air Defense System.
Subject matter expert for aerospace warning sensors, sensor integration, and future detection systems.
Monitors air warning operations development and surveillance requirements for Operation NOBLE EAGLE.
Provides comprehensive subject matter input, support, and guidance on radar systems in response to urgent requirements.

Qualifications
CONDITIONS OF EMPLOYMENT CONTINUED:
This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.
IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
This position is designated by the Air Force as aTest Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). Deployment to non-combat field or shipboard locations may be necessary for the purpose of software test and evaluation or to provide onsite assistance during deployment operations.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
It is desirable that the incumbent be a qualified Master Planner, recognized by the Global Force Management community as an expert in GFM and capable of making decisions and/or recommendations in the application of national power (diplomatic, information, military, and economic).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of DOD military command structure, mission and relationships to make recommendations that influences the development, interpretation, and execution of DOD and regional surveillance planning. Expert level knowledge of U.S. and Canadian radar and C2 systems, both military and interagency, including current, future systems, and ongoing upgrades. Mastery knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of surveillance system and warning sensor effectiveness. Advanced knowledge of U.S. National and Bi-National Policy and agreements to provide technical leadership, comprehensive analysis, review, and aid in the development of plans, related to NORAD aerospace warning operations, and advise on operational and contingency operation aerial surveillance requirements, multi-national, interagency, and cross-service employment doctrine. General knowledge of integrated Tactical Warning/Attack Assessment (ITW/AA) support and requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DOD military command entities involved in overall C2 planning and execution, their structure, missions, and relationships that influence the development, fielding, and employment of DOD surveillance assets.
2. Knowledge of operational and contingency operation aerial surveillance requirements, multi-national, interagency, and cross-service employment doctrine.
3. Knowledge of current and future U.S. and Canadian radar and C2 systems, both military and interagency, and knowledge of any ongoing upgrades to those systems.
4. Knowledge and understanding of Integrated Tactical Warning/Attack Assessment (ITW/AA) support and requirements.
5. Ability to communicate effectively, both orally and in writing; convey complex issues, and maintain good working relationships.
6. Ability to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
