This position is in the Bureau of Consular Affairs, Passport Services Directorate, The Office of Career Management, the Organizational Development and Leadership Division (CA/PPT/S/CM/ODL). The Organizational Development and Leadership Division coordinates, plans and facilitates PPT-wide professional development events and Leadership Development Programs.   

Duties

Responsible for directing, implementing, coordinating, or overseeing one or more of a variety of management programs impacting the Bureau. Plans and conducts special studies, personally or through team members, provides advice to managers of headquarters functions, and develops and evaluates policies in assigned areas of responsibility. Determines the applicability and effect of new or proposed legislation , executive orders, departmental directives and other agency decisions on Bureau operations, managerial programs, and requirements. Advocates Bureau views and policy positions, takes note of opposing points of view, and develops oral and written reports for Bureau management. Designing and implementing systematic communication structure to ensure that policy/guidance/direction from CA/PPT senior management is conveyed.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning, coordinating, and assessing the effectiveness of an organization's programs, and making recommendations to improve operations; Experience analyzing and defining data requirements, and developing applicable processes for utilizing the data; Experience establishing and maintaining liaison within and outside one's organization; and Experience applying qualitative and quantitative methods. There is no substitute of education for specialized experience for the GS-13 position.
