Duties
The incumbent directly supports the Department of Navy (DON) Test and Evaluation Executive in the Office of the Assistant Secretary of the Navy (Research, Development and Acquisition) (ASN(RD and A)) of ASN RDA Washington, DC.
You will serve as the Test and Evaluation Executive's principal for coordinating, maintaining, and advancing the Department of Navy's (DON) Test and Evaluation workforce, processes, approaches, and policies.
You will lead and support the development and implementation of strategic roadmaps associated with achieving Test and Evaluation Executive objectives.
You will provide direct support to the DON Test and Evaluation Executive and oversee the integration and coordination of products to include policy, infrastructure/capabilities, and workforce initiatives
You will serve as the lead action officer for the DON Test and Evaluation Acquisition Workforce to including ensuring certification/education requirements are met and identify resolution of skill/training gaps.
You will apply technical competence and leadership skills to provide overall technical direction on assigned project and efforts.
You will review and assess overall progress, and develop solutions for all technical, schedule, and cost problems that arise during the design, development, test and evaluation, production, and initial logistical support for the key program areas.
You will serve as the key Action Officer responsible for review authority for systems engineering documentation supporting Naval Acquisition programs (Program Protection Plans, Systems Engineering Plans, and Information Support Plans).
You will coordinate with the Office of the Secretary of Defense and with Systems Commands to provide independent systems engineering assessments and independent technology and program risk assessments in support of the Milestone Decision Authority.

- You will be required to currently possess and maintain a final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to currently possess the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the
(GS-13) grade level or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience formulating and promoting new theories, concepts, principles, methods, applications, and practices to programs;
Experience planning, evaluating, and executing short and long-range programs with impact national or international issues; and
Experience serving as an authoritative expert and consultant on broad programs, highly specialized fields, or industries that affect national and international interests, the well-being of the public and the nation, and/or the sustainability of natural resources and environments.
