The primary purpose of this position is to serve as the Component-MAJCOM (C-MAJCOM) Intelligence, Surveillance, and Reconnaissance (ISR) tasking, processing, exploitation, and dissemination (TPED) project officer and advisor to the Chief of ISR Strategy and Plans Division (A2X) and the Director of ISR (A2). Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. Non-disclosure agreement must be signed.

  • This is a drug-testing designated position. The incumbent is subject to random testing for drug use.
  • Under deployment conditions, or periods of operation during contingency, emergency, incident, or deployments, relocation to a secure environment may be required. Deployment's locations may be austere in nature with only basic needs met.
  • The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, or holidays, in order to match schedules with mission partners in other time zones.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Thorough knowledge of ISR collection and processing concepts, principles, and practices of National, Department of Defense, and Service organizations with fund, channel, or provide direct funding to ISR collection programs sponsored by the Air Force, PACOM, PACAF, and PACAF/A2. Knowledge of ISR collection and processing concepts, principles, and practices of the provisionary programs affecting the PACAF/A2 POM, including NFIP, JMIP, GDIP, and TIARA. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of AF DCGS design and operation; accreditation challenges; tasking and execution processes. 2. Knowledge of Component DCGS-DCGS-Army, DCGS-Navy, and Joint DCGS-capabilities, mission, and organization; knowledge of Air Force ISR capability development process: Air Staff programming process; Global Integrated ISR Core Function Lead Integrator process and functions; ACC and AFISRA gap identification and improvement effort; knowledge of the Joint tasking process for ISR and the AF role within the process. Position must have knowledge of the functions of the Joint Collection Management Board and the Joint Exploitation Management Board, and knowledge of the Joint Forces Allocation process, the Forces For document, and the Global Force Management Allocation Plan (GFMAP). 3. Knowledge of Air Force ISR execution, the role of the C-MAJCOM, the NAFs, and the AOC; during contingencies, the corresponding roles of the Joint/Multi-nation Air Component Commander and the AOC, and the roles of the ISRD and the ACF within the AOC. Must have knowledge of AF ISR Doctrine; knowledge of the Joint Operational Planning and Execution System (JOPES) and the construct of Combatant Command (COCOM) Operational Plans (OPLANs), and be familiar with the development of the time-phased force deployment document (TPFDD). 4. Experience with information exchanges and conferences with foreign country defense forces. Must have the knowledge of the Foreign Military Sales process and be familiar with DIA guidelines and limitations on intelligence sharing. 5. Knowledge of the Air Force's Total Force Structure, the functions of the Reserves and the National Guard in support of the active duty force, and the difference between Title 10 and Title 32 authority; knowledge of organizational structures and procedures of the Joint Intelligence Community, Office of the Under Secretary of Defense for Intelligence (USD-I), Combat Support Agencies, Military Departments, USPACOM, and Other Government Agencies (OGAs) which can provide tactical intelligence support for military operations. 6. Ability to review planned, future, and developmental intelligence support systems and identify impacts on PACAF ISR operations; 7. Skills in oral and written communications, computer use, and Microsoft programs (Office, Power Point, and Excel). Must have the ability to summarize and formulate recommendations for General Officer and Senior Executive level decision makers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
