The primary purpose is to serve as the Deputy Director of Intelligence, Surveillance, and Reconnaissance, responsible for expert advice and continuity to HQ PACAF/A2 in support of the Theater Joint Force Air Component Commander's operational mission sets across two combatant commands and four sub-unified commands, as well as the Component-Major Command Commander.
Duties
Plans, organizes, oversees and communicates the activities of the Directorate of Intelligence, Surveillance, and Reconnaissance.
Supervision, Mentorship, and Execution of the Defense Civilian Intelligence Personnel System (DCIPS).
Represents the air component ISR enterprise. Develops and articulates themes and messages to shape PACAF Commander, Headquarters Air Force (HAF) A2/6, Combat Support Agency, INDOPACOM senior leader efforts, engagements, and priorities to obtain their advocacy to gain progress in key ISR mission areas.
Senior Technical Advisor to the A2 The Deputy A2 is responsible for all C-MAJCOM warfighting and ISR organize/train/equip (OT&E) functions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Strengthening and executing the PACAF/A2's role to integrate, synchronize, and lead ISR planning; Directing, managing, and overseeing work through subordinate supervisors. Accepting, amending, or rejecting work of subordinate supervisors; and Establishing, developing, and maintaining effective working relationships with other Air Force organizations, HAF, geographical and functional Combatant Commands (CCMDs), Sub-unified Commands, Numbered Air Forces, subordinate units, and other national Intelligence Community organizations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full-range of Service and IC ISR missions, technologies, and tactics, techniques, and procedures to ensure all work of the air component ISR enterprise is successfully accomplished.
Knowledge of a wide range of concepts, principles, and practices to navigate through the legal complexities of ISR relationships, security regulations, practices, and policies.
Ability to plan, organize, and direct the functions of, and mentor, motivate, and appraise a wide-ranging enterprise of ISR personnel and capabilities assigned to different organizations throughout PACAF and other commands.
Ability to quickly assimilate highly technical and disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.
Ability to lead peers and executive-level working groups, command-level study teams, and committees from across the Intelligence Community and Department of Defense in forums to innovate and implement new ideas, projects, and methodologies and skilled in handling classified data in accordance with established DoD and Intelligence Community procedures.
Ability to communicate effectively, both orally and in writing, with technical accuracy, and at an executive level, to provide solutions to problems or answer questions related to the mission
OTHER SIGNIFICANT FACTS:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non- disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Employee may be required to travel to hostile fire zones. Employee may be required to work and/or travel on nights, weekends, and other than normal duty hours.
Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019
