Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Headquarters, Office of the EAC; Front Office; Workforce Services located in Washington DC.

Duties
This position will allow you to use your expertise in managing and overseeing programs which have agency-wide and government-wide impact.
This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10) .Apply for this exciting opportunity to direct programs that strengthen the Department's ability to protect the homeland.
Typical duties include:
Facilitating effective workforce services coordination between senior leadership, assigned offices, directorates, directorate liaisons, Office of Facilities and Asset Management (OFAM), Office of Information Technology (OIT), Human Resource Management (HRM), and other stakeholders as required.
Using a high degree of independent judgment to develop comprehensive long-range workforce services planning (employee onboarding, separations, performance management, awards, training, telework, equipment and asset planning, budget and contract support, and various other employee support programs) for offices under Headquarters Support Division (HQSD) purview.
Generating and maintaining various reports, updating/providing information for various program trackers and standard operating procedures (SOP) as well as performs routine audits of trackers and SOP, identifying discrepancies in equipment, space, program information and data.
Leading the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; adjusting accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
Monitoring and reporting on the status and progress of work, trains or arranges for the training of team members, serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Developing comprehensive long-range workforce services planning (employee onboarding, separations, performance management, awards, training, telework, equipment and asset planning, budget and contract support and various other employee support programs).
Conducting studies or analyses on the execution of resource pans to ensure the desired results are achieved based on changing missions and programs
Providing analytical data reporting of supported offices to capture overall status of workforce support to include IT equipment and support, logistics, budget, procurement and facilities for assigned offices across the agency.
Planning, developing, and coordinating projects through briefings and presentations
Providing guidance and interpretation of policies and procedures to clients and senior managers

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/19/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
