This position is part of the National Archives and Records Administration, Facility and Property Branch. This position serves as a Transportation Specialist, responsible for management of freight shipments, the NARA government vehicle fleet, accountable personal property, and executive and modular furniture designs for the National Archives and Records Administration, Business Support Office (B), Property Management Division (BF).
Duties
As a TRANSPORTATION SPECIALIST, you will:
Direct transportation services, including the nationwide movement of freight to domestic and occasionally to overseas delivery locations.
Analyze Transportation Service Orders (TSO) and Government Bills of Lading (GBL), insuring cost effectiveness and overall economy to the government.
Plan, develop, coordinate, and direct agency operations for a comprehensive property management information management system for over 28,000 items of accountable property.
Serve as a Purchasing Agent at the Division level; searching for and identifying potential sources of supply, contacts vendors for product availability and price quotes, and place orders with a Government Purchase Card for items under the micro-purchase dollar threshold.
Provide complete technical advice for this program to all NARA facilities nationwide.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For GS-11, you must have one year of Specialized Experience at the GS-09 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience for this position includes:
Analyzing transportation costs;
AND
Utilizing data systems and spreadsheets to manage transportation program;
AND
Arranging, tracking, and reviewing shipments to various customers.
OR
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. Degree program must have a major study in one of the following: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
Note: Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09level for 52 weeks.
