About the Position: This position is located at the Mark Center Building in Alexandria, VA. The Mark Center is the location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies. This position is under Labor Management and Employee Relations Division, Head Quarters Employee Relations Branch.

Duties

Perform complex and difficult work related to Employee Relations program implementation, to include adverse actions, discipline, employee assistance, performance-based actions, absence and leave, administrative grievances, and drug free workplace. Ensure program actions taken are in conformance with law, Government-wide regulations, and overall DoD and DoDEA policies. Apply performance management concepts to advise on the rewarding of employee performance. Manage the awards program for the Department of Defense Education Activity (DoDEA). Conduct independent, in-depth research into complex questions of program operations and produces reports and studies on its performance. Prepare assorted operating guidance for specialists and managers in the field to ensure that they are aware of new procedures, case decisions, legislative and regulatory changes affecting areas of responsibility. Present managements position through written correspondence.

Requirements

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Employee RelationsPerformance ManagementTechnical CredibilityWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
