About the Position:
This position is located at the Mark Center Building in Alexandria, VA. The Mark Center is the location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies. This position is under Labor Management and Employee Relations Division, Head Quarters Employee Relations Branch.
Duties
Perform complex and difficult work related to Employee Relations program implementation, to include adverse actions, discipline, employee assistance, performance-based actions, absence and leave, administrative grievances, and drug free workplace.
Ensure program actions taken are in conformance with law, Government-wide regulations, and overall DoD and DoDEA policies.
Apply performance management concepts to advise on the rewarding of employee performance.
Manage the awards program for the Department of Defense Education Activity (DoDEA).
Conduct independent, in-depth research into complex questions of program operations and produces reports and studies on its performance.
Prepare assorted operating guidance for specialists and managers in the field to ensure that they are aware of new procedures, case decisions, legislative and regulatory changes affecting areas of responsibility.
Present managements position through written correspondence.
Requirements

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes providing Employee Relations guidance to management officials on actions such as: leave programs, telework program, employee assistance program (EAP), Work-Life programs, grievance procedures, discipline and adverse actions, performance management and/or employee assistance; researching and/or reviewing legislation, regulations and/or directives for impact on Employee Relations programs; and representing management in third party procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
