This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (AcqDemo only) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Provide life cycle software support to Army Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) systems as part of a joint government and contractor team. Formulate, implement, manage, and evaluates large scale and extremely complex IT support projects and their associated requirements and risks. Provide IT advice, assistance, and training to customers who manage the development, production, and sustainment of C5ISR systems. Serve as a technical expert regarding software support for C5ISR systems with a focus on Satellite Communications (SATCOM) systems. Furnish expert technical advice and recommendations on major problem areas in assigned fields of specialization. Evaluate software designs; evaluates systems configurations and monitors implementation; evaluates test and quality assurance plans. Apply expertise to the design and implementation of new requirements and modifications to existing software and hardware baselines for the assigned Program of Record systems. Design and implementation Includes the contribution of performance requirements to other stakeholders; the review and editing of engineering drawings and engineering test procedures for new and prototype components and systems; and contribution to the development of new technical manuals, supplemental technical orders, and detailed technical procedures.

Requirements

• One year trial/probationary period may be required.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

AND In addition to the competencies, one year of specialized experience equivalent to the next lower grade level (NH-2/GS-11) in the Federal service which includes:1) Developing software to support hardware or software automation technology; 2) Leading technical working groups and collaboration with cross-functional teams to ensure completion of tasks/milestones; 3) Integrating new software requirements/capabilities into existing or new technologies while maintaining cyber security requirements; and 4) Reviewing systems documents and reports.
