WHAT IS THE CHIEF FINANCIAL OFFICER (CFO)DIVISION?

Vacancies will be filled in the following specialty areas:
The Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, Financial Reporting Analysis.
The following are the duties of this position at the full working level.
Reviews and interprets federal legislation, rules, standards, and regulations pertaining to accounting and financial management.
Analyzes and evaluates agency-wide accounting operations, policies, procedures, and systems for compliance with standards and internal controls.
Participates in the design of and implements and assesses internal control processes and systems pertaining to agency-wide accounting and financial management activities.
Prepares, analyzes, interprets, reviews, and presents accounting data, reports, and financial statements. Provides technical support to the financial statement audit.
Applies cost accounting methodologies to agency-wide data and systems, in partnership with business units, to report the cost of major activities for management information purposes.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. BASIC REQUIREMENT : To be minimally qualified for this position, you must meet the following basic requirements:
EDUCATION: A Degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge in one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.OR2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.OR3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, provided that you can demonstrate that you have successfully worked at the full-performance level in accounting, auditing, or a related field, and/or have the education, training, and experience that fully meets the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Demonstrated professional knowledge of federal accounting principles and techniques to ensure compliance; analytical and evaluative methods applicable to administering accounting and financial management programs; Experience applying theories, techniques and practices of change management, project management, and business process re-engineering techniques to improve quality effectiveness; automated accounting systems and related systems (e.g., payroll) to ensure proper application of accounting standards and practices; Experience with a wide range of data gathering techniques and their use with technical program areas to ensure quality of analyses. In addition, your experience should include providing program and technical leadership to assess the effectiveness of systems, programs, and policies; Improving existing business processes; and resolving accounting problems and issues; Experience with analytical and problem-solving techniques directed toward improving accounting program efficiency and effectiveness; and experience making decisions regarding the best approaches to assure functional efficiencies.

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
