This position is in the U.S. Department of Justice (DOJ), Justice Management Division (JMD), Equal Employment Opportunity Staff (EEOS), in Washington, D.C. The EEOS is responsible for developing policy, methods, and procedures for implementing a model EEO program that complies with established Departmental policies, federal EEO statutes and regulations, and EEO-related Presidential Executive Orders.

The duties and responsibilities of a Equal Employment Opportunity Specialist generally include, but are not limited to, the following: Develops policy, methods, and procedures for implementing a model EEO program that complies with established Departmental policies, federal statutes and regulations, and EEO-related Executive Orders. Provides advice, technical assistance, and support to management officials and Component EEO personnel and works closely with Human Resources (HR) and Diversity, Equity, Inclusion and Accessibility officials to further EEO program and human capital goals. Serves in support of Affirmative Employment Programs and is responsible for providing program management services addressing the assigned Special Emphasis program area to include conducting strategic employment outreach, and developing educational programs and training. Maintains the integrity of EEO programs by monitoring and evaluating the effectiveness of Component EEO programs, and compliance with established Departmental EEO policies and procedures; provided informed recommendations for program improvements Responsible for providing a full range of program management services addressing the assigned Special Emphasis program areas.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or two-year trial period.

Qualifications

To qualify for the position of Equal Employment Specialist at (GS-0260-13/14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Specialized Experience for GS-13 position: One full year of specialized experience equivalent to the GS-12 grade level or equivalent band in the Federal service, which includes: 1). Conducting barrier analysis and preparation of the Management Directive 715 report. 2). Resolving moderately complex EEO questions regarding Affirmative Program management. Specialized Experience for GS-14 position: One full year of specialized experience equivalent to the GS-13 grade level or equivalent band in the Federal service, which includes: 1). Expertise in conducting barrier analysis and preparation of the Management Directive 715 report and plan, in addition to other federal compliance reports. 2). Expert knowledge of federal guidelines, laws, regulations and policies relevant to the operation of a Affirmative Employment and Special Emphasis programs 3) Skill with advising management, including senior leaders, to resolve complex program related questions and issues regarding operation of a Model EEO program as related to agency operations and human capital initiatives.
