Duties

You will perform account maintenance and accounting support in Accounts Payable / Cost Accounting work requiring an in-depth understanding of accounting systems, policies, and procedures. You will advise others on the interpretation of laws, regulations, policies, or guidelines related to government budgets or finances. You will use software capabilities (e.g., Excel, Access, or similar software) to process, review, and report on financial data. You will analyze and resolve issues within financial processes, controls, or information. You will advise customers regarding financial guidance, policy, and procedures.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing automated financial management systems to formulate budget estimates and report obligations and expenditures; analyzing transactional data for identification of trends; and developing recommendations for improved financial controls or budgetary processes. FOR GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing transactional data for identification of trends; and developing recommendations for improved financial controls or budgetary processes. FOR GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing automated financial systems to locate, compile, analyze, and summarize accounting, budgetary, or financial data to assist with budgetary or cost estimation formulation and preparation of financial summaries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
  • Ph.D. or equivalent doctoral degree
  • or
  • 3 full years of progressively higher-level graduate education leading to such a degree
  • or
  • LL.M., if related
GS-09:
  • Master's or equivalent graduate degree
  • or
  • 2 full years of progressively higher-level graduate education leading to such a degree
  • or
  • LL.B. or J.D., if related
GS-07:
  • 1 full year of graduate level education;
  • or
  • Bachelor's degree with superior academic achievement;
