The Program Analyst serves as the Veterans Equitable Resource Allocation (VERA) program coordinator under the Health Informatics Service Line within the James A. Hailey VA Medical Center in Tampa, Florida. The incumbent is responsible for analytical studies resulting in the identification of information needed to manage critical aspects of field operations.
Duties
Duties consist of the following, but are not limited to:
Responsible for analytical studies resulting in the identification of information needed to manage critical aspects of field operations responsible for facility funding.
Employee provides managers with objectively based information for making decisions on the administrative and programmatic aspects of the VERA process.
Keeps facility staff informed of program/policy changes, developments of proposals impacting the medical center's revenue enhancement activities.
Develops annual training and auditing processes used to best maximize VERA opportunities for the facility.
Develop training materials to assist managers in utilizing data and reports that are produced.
Serve as a technical advisor to facility and financial management providing guidance, recommendations and monitoring in the implementation, management and evaluation of VERA, ensuring that the program meets required standards and or criteria.
Maintains and promotes an effective and productive relationship with healthcare center staff to assure facility activities are accomplished in the most cost effective way and maintains a working relationship with other facility management staff in coordinating cross-organizational activities and information.
Provide results and recommendations in a timely, concise and accurate manner.
Coordinates and disseminates data, special projects and other information pertaining to relevant program responsibilities with healthcare center staff for review and/or action.
Employee handles competing activities such as varying initiatives, routine collaboration with service/departments, and ad hoc items needed throughout the year.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Manages assignments of above average level complexity and refers decisions regarding controversial of significantly complex issues widespread organizational impact to the supervisor.
Basic knowledge of procedures, guidelines, financial systems and financial policies and regulations.
Employs a variety of analytical and evaluative techniques to assess VERA programs.
Basic knowledge of strategic and tactical planning, with competency of program or facility-based planning.
Possesses a broad working knowledge of regulations, laws, and guidelines in decision making.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Duties routinely require walking, standing, bending, carrying, etc. in a normal office environment.
