WHAT IS THE TRANSFORMATION & STRATEGY OFFICE (TSO) DIVISION?

The following are the duties of this position at the full working level.
Serves as an agency authority, strategic advisor, and senior spokesperson to program managers within
TSO and the IRS. Analyzes strategies, recommendations, and proposals for alignment to strategic goals,
with consideration of feasibility, and potential for success and impacts to IRS operations.
Plans and evaluates long-range programs and projects where issues and factors are largely undefined and,
therefore, require extensive analysis to determine the nature and scope of problems. Establishes and
disseminates guidance for all projects aligned with their respective programs, monitoring for impacts on
agency programs and processes.
Reviews new or proposed legislation, policies, strategies, and processes to identify potential impacts on
programs and broader TSO efforts. Evaluates information in controversial project areas, recognizing the
need for consistent application of legal or procedural positions and establishment of clear precedents, and
resolves exceptionally difficult issues affecting overall policy.
Develops interpretations and authoritative papers explaining the agency's policies, standards, and goals.
Explores, justifies, and resolves controversial policy, technical, and socio-economic issues involving
agency programs.
Prepares agency directives, IRM issuances, memoranda, service wide policy statements, and other written
guidelines and recommendations which interpret the agency's position on issues related to objectives.
Qualifications
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal Service. Examples of specialized experience includes: Experience with business operating division, and/or human resource programs, and of the interrelationships among these programs to research problems and issues; Experience with operations, organizations and procedures sufficient to determine appropriate action to take and the ability to communicate and apply this knowledge as needed; Experience with interpretation of relevant laws, regulations, rulings, policies or procedures in order to research and advise on specific questions or problems; Experience communicating orally and in writing on a multitude of subjects and to meet and deal effectively with a wide range of co-workers, executives and leaders within and/or outside the Service.
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
