The position will be a critical member of the Integrated Critical Staffing Program (ICSP). ICSP is a $23B, 10yr contract vehicle designed to provide temporary staffing service across 150 Labor Categories (lcats) to 1800 VHA sites of care.

Duties
NOTE: This is not a Remote position. You must be willing to report to the physical duty station listed on the announcement.
Major Duties:
The position serves as a data analyst encompassing multiple complex assigned projects, working directly with business owners and major initiative leads.
The position supports and tracks contract spending; tracks usage rates as relates to labor categories across task orders to identify trends and develop metrics; and develops and provides metrics for leadership engagements.
The position works with OHT and ICSP staff to review and verify contract metrics are consistent with the data being analyzed.
Executes workload forecasting and forecasting for temporary staffing needs in the enterprise.
Serve as an advisor and leader to VHA officials by providing leadership and guidance to their responsible teams, providing valuable consultative services to a variety of VHA staff to include VHA executive and field workers.
Assist in the planning, development, implementation, coordination and evaluation of milestones for each plan. This includes development of contract artifacts and ongoing review of all initiatives, program scopes and schedules, including program guidelines, requirements and deliverables.
The position will also require active, independent problem solving, including requirement refinement, corrective action, and plan modification.
Performs in-depth analysis of contract budget requests by employing tools and techniques such as cost-benefit analysis, cost estimating methods, cost effectiveness assessments, analysis of alternatives, lifecycle cost estimates, transactions analysis, and value chain analysis.
Provides data for comparative analysis of activities.
Provides financial artifacts for the ICSP contract.
Performs other duties as assigned.
Work Schedule: Monday - Friday, 7:30am - 4:00pm ET

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Provide guidance to stakeholders during all phases of portfolio, program, or project lifecycle.
2) Manage multiple complex programs/projects concurrently and from inception to completion.
3) Apply knowledge of agency policies and procedures and organizational/functional structure to recommend improvement.
Preferred Experience: Experience with creating and designing databases utilizing PowerBI and other data driven software. Experience developing and maintaining PowerBI dashboards. Experience analyzing data and providing leadership recommendations based on data.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. The position might have to carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations
