This vacancy is for a Management Analyst in the Office of the Chief Operating Officer, Human Capital, Minority Business Development Agency (MBDA), within the Department of Commerce. **The is a TERM appointment for 1 year, that may be extended for one additional year.**

Duties

As a Management Analyst, you will perform the following duties: Advise and make suggestions to Chief Administrative Officer of processimprovement programs of broad scope and mission impact of assigned area(s). Prepare suggested occupational positions in the form of draft position descriptions (PDs) to include proposed title, series, grade, duties/responsibilities, suggested KSAs, and position designation records. Write formal internal guidelines, policies and procedures for areas of assignment, and regularly monitors, reviews and analyzes their documentation procedures and controls. Provide technical expertise in review of requirements relating to workload which significantly impact on and contribute to the successful accomplishment of the mission and administrative policies procedures; This Job Opportunity Announcement may be used to fill other Management Analyst GS-0343-13 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Analyzing and advising management on the effectiveness of personnel and administrative operations Performing human capital or human resource related functions such as recruitment & staffing, internship programs, workforce development and training, succession planning, and awards. Reviewing and interpreting new and established directives, instructions, regulations, delegations of authority for potential impact on operating policies, work operations, and assuring organizational goals.
