Duties
The Candidate will
Provide technical and analytical support to the Enterprise Risk Management (ERM) Office.
Plan, manage, and execute moderately complex assignments in a recognized administrative field supporting program goals.
Develop recommendations for NIST management on implementation of the NIST ERM program, including for newly funded programs, such as the Creating Helpful Incentives for Producing Semiconductors (CHIPS) in America program, other NIST laboratory, manufacturing, and research programs, and NIST mission support functions.
Participate in interviews with risk owners and internal and external stakeholders; identify and pursue data sources to improve the validity and accuracy of qualitative information; and facilitate the participation of agency management and staff in risk assessment and reporting activities.
Perform research and analysis using available information (written or verbal), formulate summary findings, and deliver recommendations for management consideration on mission-oriented programs.
Develop and deliver reports, reference materials, guidance, training, and/or communications; lead or contribute to projects of notable complexity that impact senior management decision-making; apply initiative, reasoning, and evaluative methods.

Qualifications
Basic Requirements
To qualify at the ZA-III level: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) grade level in the federal service. Specialized experience is defined as developing and applying risk management principles at an organizational level or in project or program management, demonstrated by experience in conducting risk assessments, identifying, and integrating risk considerations into project and program management, or experience in implementing organization-level risk management programs or practices.
To qualify at the ZA-IV level: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-13 (ZA-III at NIST) grade level in the federal service. Specialized experience is defined as developing and applying risk management principles at an organizational level or in project or program management, demonstrated by experience in conducting risk assessments, identifying, and integrating risk considerations into project and program management, or experience in implementing organization-level risk management programs or practices.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
