The National Mediation Board (NMB) promotes the flow of interstate commerce in the U.S. Airline and Railroad industries through mediation, representation, and arbitration of labor-management disputes. This position is part of the, The National Mediation Board. The incumbent will be responsible for assisting the Chief Information Officer in executing information assurance, operations management, and Chief Data Officer and Records Officer responsibilities.

Duties

Developing and directing the development of information technology policies and procedures of substantial complexity with significant coordination, technical consideration, and administrative components. Plan, anticipate, identify, evaluates, mitigate, and minimize risks associated with IT systems vulnerability and security control deficiencies through the development of effective measures and metrics. Advises systems development teams of security application and controls to be implemented during the security lifecycle based on an analysis of new IT legislation, directives and memorandums. Provides technical advice for computer security management guidelines and policy. Performs Records Officer and Chief Data Officer duties.

For the IT Specialist (INFOSEC) position you must possess IT-related experience demonstrating each of the four competencies listed below:(You must have IT-related experience demonstrating each of these four competencies on your resume, if you do not, you will be ineligible for further consideration.) 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. For the GS-14 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the position. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: Experience with information technology policies, procedures, technical documentation and experience in agency risk assessments and internal control reviews. Only experience and education obtained by the closing date of this announcement will be considered.
