The National Mediation Board (NMB) promotes the flow of interstate commerce in the U.S. Airline and Railroad industries through mediation, representation, and arbitration of labor-management disputes.
The incumbent will be responsible for assisting the Chief Information Officer in executing information assurance and operations management responsibilities through the development of information technology policies, procedures, and technical documentation.
Duties
Developing/directing the development of information technology policies and procedures of substantial complexity with significant coordination, technical consideration, and administrative components.
Planning, anticipating, identifying, evaluating, mitigating, and minimizing risks associated with IT systems vulnerability and security control deficiencies through the development of effective measures and metrics.
Advising systems development teams of security application and controls to be implemented during the security lifecycle based on an analysis of new IT legislation, directives and memorandums.
Providing technical advice for computer security management guidelines and policy.
Providing training and managing the development and dissemination of security and/or policy briefings through oral and written presentations.
Developing reporting mechanisms that permit ongoing determination of the status of agency-wide efforts to implement and comply with security program recommendations.
Monitoring information on internal and external sites to ensure consistency of information presented. Acting as a liaison between NMB and the public for inquiries.
Qualifications
For the IT Specialist (INFOSEC) position you must possess IT-related experience demonstrating each of the four competencies listed below:(You must have IT-related experience demonstrating each of these four competencies on your resume, if you do not, you will be ineligible for further consideration.)

3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

For the GS-13 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of the position. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes - Experience with information technology policies and procedures sufficient to develop information technology policies, procedures, and technical documentation.
For the GS-14 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of the position. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes - Experience with information technology policies and procedures sufficient to develop information technology policies, procedures and technical documentation; and experience in agency risk assessments and internal control reviews sufficient to provide expert advice pertaining to IT legislation, directives, and policies.
