The position is located in the Veterans Health Administration (VHA) Office of Finance's, Payment Operations (PO). Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH). This vacancy may be filled in Washington, DC or one of the 10 VA payment centers listed Applicants must live within 50 miles of the payment center prior to start date if selected

Duties

The incumbent serves as Management and Program Analyst under the Officer of Systems Management. In that role, the incumbent performs several program oversight duties involving a wide range of assignments for Payment Operations (PO) involving the analysis of data to develop sound recommendations for new or enhanced system and process logic or changes to existing objectives to ensure program improvement and effectiveness. The incumbent will perform functions associated with the initial development, modernization, and oversight of nationwide claims adjudication systems, system control processes, and supporting/interfacing systems. The incumbent will maintain comprehensive working knowledge of program related statutes, regulations, policies, and procedures affecting assigned areas; analyzes new or amended legislation to identify system requirements and recommends innovative organizational solutions necessary for compliance. Additionally, the incumbent assists the supervisor in ensuring that the work assignments of the team are carried out by performing a range of duties such as: develop and manage assigned project plans, report the progress of projects to program manager, define and prioritize system development requirements, obtain assistance from the manager on problems that may arise, identify key stakeholders of a project and aid in organization of people, instruct project team members in specific tasks and job techniques, provide on-the-job training to new project team members in accordance with established procedures and practices, identify training and communication plan needs. Work Schedule: Required to work Monday through Friday, TBD upon selection Compressed/Flexible: Available - TBD upon successful completion of orientation Telework: Available after successful completion of a 90-day on-site orientation Remote: This is not a remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mainly sedentary in nature. Typically, the employee may sit to do the work, but there will be some walking, standing, bending, reaching, or carrying light items.
