Duties
The primary purpose of this position is: To ensure quality characteristics are met for product quality verification on aircraft, systems, and products. Also to provide effective and comprehensive oversight and management of a government contract program located in the 301st Fighter Wing.
Develops and implements a structured and systematic quality assurance surveillance program for all facets of integrated logistics support, providing maintenance managers with the assurance that propulsion system contractors, fleet maintainers, fleet operators, program office engineers and logisticians, and airworthiness authority delegates adhere to customer required specifications in technical, safety, deliverables, and reporting directives
Consolidates data collection processes for clear and concise reporting, utilized by all levels in the management chain for evaluation, inspection, and audit programs. Independently evaluates the results and, where necessary, recommends the most appropriate corrective action to command level management
Reviews aircraft field sustainment repairs and maintenance, gathers metrics and prepares reports to initiate corrective action if results indicate contract standards or performance requirements are not met
Identifies and documents vulnerabilities within the inspection and acceptance of supplies/service to ensure safety of flight

- Level II Production, Quality, and Manufacturing (PQM) certification as a Quality Assurance Specialist is highly desired
- This is a bargaining unit position.
Qualifications
Critical Sensitive: Must be able to obtain and maintain a Top-Secret clearance.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301, Group Coverage Qualification Standard for Administrative and Management.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and thorough knowledge of a range of principles, concepts and methodology related to Service Contract Programs and considerable skill in applying this knowledge to planning and accomplishment of all assigned duties; extensive knowledge of service contract concepts, principles, methods, and practices and skill to design, plan and implement and effective quality assurance program; broad knowledge of the practices, policies and procedures of related functional and administrative activities.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of an Explosive Ordnance Disposal Support Specialist. COMBINATION OF EXPERIENCE AND EDUCATION: Less than one year of specialized experience but at least 2 years of graduate level education with a major or study of subject areas related to the position. NOTE: You must submit a copy of your transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Federal Acquisition Regulations, Executive Orders, DoD, AF, and MAJCOM policies, regulations and procedures and a wide range of contracting methods and types.
Knowledge of pre/post award contracting policies and procedures to conduct reviews of a full range of contracts, contracting plans, and contract changes for propriety of acquisition method, contract type, and documentation.
Knowledge of commercial business practices and market conditions applicable to program and technical requirements.
Must have comprehensive knowledge of principles, concepts, and methodology related to COR responsibilities.
Ability to communicate effectively, both orally and in writing. Also to recognize and analyze problems; conduct research; summarize results; make appropriate recommendations; and prepare training materials and conduct training.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
