This vacancy is for a Human Resources Specialist position in the Strategic Workforce Planning Branch located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Partners with managers and other stakeholders in identifying, attracting, hiring, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission.
Collaborates and consults with program areas to understand their organizational/staffing needs and develops workforce management strategies to meet future organizational demands.
Analyzes personnel or other data to inform the organization's mission and goals.
Develops strategies, research methodologies, theories, and program/project plans to facilitate the assessment of the Enterprise workforce to ready them for future workforce needs.

Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes, extensive analytical ability, discretion, and substantial knowledge of Human Resources (HR) strategic operations; providing authoritative advice and guidance on a variety of complex and sensitive HR operations; advising senior-level management and program officials on problems, implementation efforts and impact of new procedures, policies, laws and regulations, time frames, or options; formulating HR management recommendations, policies or guidelines, long-range plans and developing supporting documents and reports; planning, scheduling, and directing HR work operations and evaluating work performance; and exercising independent judgement and professional authority to complete, complex, difficult, and demanding assignments.
Education: Education can not substitute for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
