This vacancy is for Supervisory Human Resources Specialist (Classification/Recruitment & Placement) position in Office of Chief Administrative Officer, Human Resources Division, Consulting Services located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Duties
Serves as the Assistant Division Chief of Consulting Services (ADC). Participates with the division chief in planning, directing, and managing the Census Bureau human resources program and key operations.
Manages staffing, compensation, position management and classification, organizational management, and design for the Census Bureau; manages resources to affect the optimum staffing and implementation of critical HR operations and programs.
Addresses programmatic problems arising in overall program administration; provides advice to all levels of employees; and pursues initiatives to enhance the integration of HR activities with the overall management program.
Assesses the nature and quality of services provided to assure that they effectively work toward meeting overall HR management program objectives; and fosters a positive and dynamic partnership between human resources and Census Bureau management.
Ensures that all facets of the HR program are integrated with overall management plans and operations as to provide maximum benefits and assistance to the total management process and achieve optimum productivity within the Census Bureau.

Qualifications
SPECIALIZED EXPERIENCE For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: extensive analytical ability, discretion and substantial knowledge of Human Resources (HR) strategic operations; providing authoritative advice and guidance on a variety of complex and sensitive HR operations; advising senior-level management and program officials on problems, implementation efforts and impact of new procedures, policies, laws and regulations, time frames, or options; formulating HR management recommendations, policies or guidelines, long-range plans and developing supporting documents and reports; planning, scheduling, and directing HR work operations and evaluating work performance; and exercising independent judgement and professional authority to complete, complex, difficult, and demanding assignments.
Education: Education cannot be substituted for experience at this grade level.
