This vacancy is for a Supervisory Human Resources Specialist position in the Information Services Branch located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Announcement may be used to fill other Supervisory Human Resources Specialist, 0201-14, FPL GS-14, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
The Incumbent services as the Branch Chief for the Information Services Branch (ISB).
Interacts with IT partners to ensure requirements and standards are met in the development, implementation and/or integration of HR systems products within the Census Bureau and Department of Commerce enterprise technology infrastructure.
Oversees Human Resources Information Technology reviews, audits, and ensures compliance across the Census Bureau.
Serves as a representative in inter agency and intra-Census Bureau discussions and working groups to develop and resolve technical policy and procedural issues.
Provides leadership and guidance to the staff who serve as the first point of contact for users of a variety of HR Information Systems.
Implements and manages programs/projects involving HR systems or technology products that impact service delivery to employees.

Qualifications
Specialized Experience for the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Experience includes, applying the concepts, principles, practices, laws, regulations, and guidelines of human resources technology and a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role, providing advice, developing policy, and/or developing interventions on complex service-wide issues (e.g., design and development of HR Technology solutions); experience in project management and influencing others in support of business goals; experience must demonstrate communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues, which are often controversial and sensitive in nature, and to maintain harmonious relationships with all parties.
Education: Education can not substitute experience at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
